Cianci 7s Tournament Rules // 2024

    • Team captains must register/check-in their sides at the main tent upon arrival at the grounds. 

     

    • Teams not checked-in up to thirty (30) minutes prior to their first scheduled match risk forfeiture for the entire tournament. 

     

    • If a team is in danger of running late on the day of the competition, they must communicate this to the tournament director in a timely manner in order to retain their registration in the tournament. Please call Amanda Meli en route at 978-382-3010

     

    • Clubs entering multiple sides must keep their rosters separate. In the event that a club has two teams registered and the higher-level team cannot continue in the competition due to a lack of players, a player rostered to the lower-level team may play for the higher-level team to allow play to continue. Players from the higher-level team may not play at the lower levels.

      Application of this rule may be lifted by request on a case by case basis. Coaches must request leniency and come to a resolution with the tournament director prior to any relevant kickoffs. If a team is found to be cross-rostering players without tournament approval, the lower level team will be disqualified from the tournament.

    • All matches will kick off at the time and place listed on the schedule, or upon the completion of the previous match. If both teams are at the field and ready to play prior to the scheduled kick-off time, the referee may choose to kick off early.
       

    • It is the responsibility of the team captain to be aware of the time and place of the matches in which their team is to participate. An official schedule will be posted on the Beast Rugby website. 
       

    • Teams must arrive at the sideline of their assigned field a minimum of ten (10) minutes before kick-off for a referee meeting and coin toss. Players are encouraged to warm up on the sidelines near the playing field in order to begin playing promptly after the preceding match.
       

    • Teams that are not present at the appointed time and place will forfeit the match. The referee may allow up to two minutes after the scheduled kick-off time for the late team to arrive at the field of play.

    • All teams must provide their own competent Touch Judge. Assistant referees may be provided, if available, in the later stages of the tournament.
       

    • Teams shall wear matching uniforms and full rugby dress. Men’s and women's players are allowed to wear leggings during play.
       

    • An alternate uniform is required if any club has registered two (2) separate teams.

    • If a referee assesses a red card or orders a player off the field-of-play during a match for any reason, that player is disqualified from further participation in the tournament.
       

    • Players assessed a yellow card must leave the field of play for 2 minutes. These players may retire to their team's touchline rather than behind their opponent's try line.
       

    • Players receiving a red card resulting from two successive yellow cards in a single match are disqualified from further participation in the tournament.
       

    • Yellow cards are not cumulative during the tournament and are reset once a match has ended. 
       

    • An appeals committee consisting of the tournament director and head referee shall review any disciplinary disputes during the tournament. The committee's decision will be final in all matters.

    • The matches will be played according to World Rugby Laws of the Game, Sevens Variations, as agreed to by USA Rugby, unless specifically stated below.
       

    • Rosters will be limited to 12 players for each team. No more than 7 players from each team may be on the field-of-play during a match at any given time.
       

    • Three players from each team are required in order to form a scrum.
       

    • Each match will consist of two (2) seven-minute halves with a two-minute interval between each half. Playoff and final matches will follow the same format.

    • Pool Play will be governed by a point system to determine the seeds for semi-finals.
       

    • Seeding points are awarded as follows:

      • Win = 4 Points Awarded​

      • Loss = 0 Points Awarded

      • Draw = 2 Points Awarded

      • 4 or more tries scored = 1 Point Awarded

      • Loss by fewer than 7 points = 1 Point Awarded

    • Warming up on the field of play is not allowed. Teams are also prohibited from warming up or running drills on any of the baseball diamonds located on the grounds or other prohibited areas as marked on site.
       

    • Entering or attempting to enter any buildings or facilities owned by the Town of Seekonk or the surrounding private properties is prohibited. This includes the Hurley Middle School building, as well as the Seekonk Water District building and parking lot.
       

    • Alcohol is prohibited on any area of the grounds, including but not limited to, the parking areas and public roads immediately leading to the grounds. Any player, team volunteer, or spectator associated with a participating club caught with alcohol will be removed from the grounds. The associated club will forfeit any remaining matches in the tournament and will be barred from participation in any future Cianci 7's tournaments until such time as the player is no longer registered with the club, and/or the team volunteer or spectator is no longer affiliated with the club involved.
       

    • Any inappropriate behavior committed at the field by any individual or team will be reported to the individual/team's local union and will result in a ban from future Cianci 7's tournaments until such time as the player or players involved are no longer registered for the participating club.

    • All rules are subject to change per the tournament director’s discretion and will be communicated as effectively as possible to all team captains.
